RFQ for Kenya bridge PPP

The Government of the Republic of Kenya, through the Ministry of Transport, Infrastructure, Housing and Urban Development represented by Kenya Urban Roads Authority (KURA) has launched a tender process to develop a PPP bridge.

KURA has invited applications from competent local and international firms or consortia to pre-qualify and bid to design, finance, construct, operate, maintain and transfer the 2nd Nyali Bridge, in Mombasa County and related roads under Public Private Partnership arrangement.

The scope of the project consists of a new 600m bridge between Mombasa Island and the Mombasa North Coast Mainland, new bridge approach roads (0.4km) and a new road at Kongowea (1.3km); and expansion of Abdel Nasser Road (0.6km) and Links Road (4.4km), together with related road interchanges.

The project cost amounts to US$100 million.

An open competitive bidding process for the project will be conducted to solicit bids in accordance with the procurement rules and procedures for public bidding as set out in the Public Private Partnership Act, No. 15 of 2013.

The bidding process will consist of two stages as follows: (i) Pre-Qualification Stage; and (ii) Bid Stage for Pre-Qualified Bidders. Only prospective bidders that submit compliant qualifying documents and who meet the minimum qualification requirements will be appointed as pre-qualified bidders and will be eligible to participate in the bid stage.

Prospective bidders shall submit their Qualification Documents on 26 October, 2017.

As we reported in February 2015, Deloitte was selected as lead transaction advisor for the development of the project. Specifically, a joint venture (JV) between Deloitte Consulting Limited and Deloitte Touche Tohmatsu India Private Limited won the advisory deal.

The new bridge is expected to ease traffic on the current 400-metre Nyali Bridge, which is the only major connection to Mombasa North Coast. The current bridge was developed 35 years ago, during these years it has been the only link between the Mombasa north mainland and the island.

The bridge is critical in unlocking economic development due to the fact that about 95 percent of Kenya's international trade is conveyed through the Port of Mombasa.
