This initiative brings together global expertise in traffic engineering, Public-Private Partnership (PPP) structuring, and investment advisory to address one of today’s most pressing urban challenges: mobility.
With urban populations projected to reach 6.7 billion by 2050 and traffic congestion already costing the global economy over $600 billion annually, cities worldwide face an urgent need for scalable, affordable solutions. Stingray Mobility is specifically designed to meet this demand, focusing on mid-sized cities with populations over 500,000 inhabitants, markets often underserved by larger ITS providers.
Stingray Mobility develops and implements modular PPP projects in the fields of urban mobility, road safety, and intelligent transport systems (ITS). Its core offerings include traffic enforcement systems, smart parking solutions, urban traffic control centers, and interurban speed monitoring systems.
The business model is structured around performance-based PPPs, aligning public service objectives with private capital efficiency. Revenue streams combine availability payments from public authorities, user charges where permitted, and development and management fees from investors.
“Stingray Mobility offers an end-to-end approach to modernizing urban traffic systems through low-capex, high-impact ITS solutions,” explains João Pimentel, one of Stingray’s lead partners. “We focus on delivering not just technology, but sustainable, data-driven mobility transformations.”
Stingray Mobility is actively engaging with city transport authorities, ministries, PPP units, development banks, and donors across Europe, LATAM, Africa, MENA, and Southeast Asia. The go-to-market strategy includes both inbound lead generation through platforms such as InfraPPP and targeted outreach through partnerships with ITS vendors and local PPP advisors.
