Unsolicited proposal for Chesapeake parallel tunnel rejected

The Chesapeake Bay Bridge and Tunnel Commission has recommended to develop, under a solicited design-build procurement process, the Thimble Shoal Channel Tunnel project.

This decision came after Chesapeake Bay Bridge and Tunnel Commission did not receive any competing proposal to the unsolicited proposal received from Parallel Crossing Consortium.

The Commission consider it is critical to have competition to achieve greater value for money form the project and therefore has determined that a competitive design-build approach is more suitable.

The unsolicited proposal was submitted on November 26th, 2013 by Parallel Crossing Consortium (PC2), a group of design and construction companies that include:

The proposal called for executing a PPP contract for the development, construction and maintenance of the new parallel Thimble Shoal Channel Tunnel between Cape Charles and Virginia Beach.
