World Bank seeks consultants for Afghanistan PPP program

The World Bank has launched a request for expressions of interest (RFEOI) to hire consultants to support the development of a PPP program in Afghanistan.

Building infrastructure to support economic growth and regional integration is a key priority of the new Government of National Unity of Afghanistan. The constrained fiscal situation and declining aid has led the government to consider the development of a PPP program to support the development and delivery of high quality infrastructure service provision.

In this context, Harakat Afghanistan Investment Climate Facility Organization (Harakat AICFO) is currently providing broadbased support to build momentum for the PPP program. To complement the ongoing Harakat AICFO support, the World Bank Group is offering additional technical assistance to the PPP Unit at the Ministry of Finance to assist in the development of a robust and sustainable PPP program in Afghanistan.

The scope of work of the assignment has been designed with the purpose of supporting the Central PPP Unit of the Ministry of Finance to:

  • create an enabling framework to enable and promote private sector participation in the delivery of core and social infrastructure services in Afghanistan and
  • evaluate and prioritize projects suitable to be implemented as PPP projects in Afghanistan.

The scope of work includes: legal and policy advice, PPP pipeline development, pilot pre-feasibility study, and PPP unit capacity building, trainning and awareness building.

Interested parties must submit their expressions of interest (EOI) on or before 2 June 2015.
