The Al Baidaa Desalination Company consortium —ACCIONA (50%), Green of Africa (45%) and AfriquiaGaz (5%)— has announced the signing of the financing for the Casablanca desalination plant in Morocco.
The desalination plant, located in Sidi Rahal in the Greater Casablanca region, will produce 300 million cubic meters of water annually—enough to supply drinking water to 7.5 million people and support agricultural needs. Powered entirely by the 360 MW Bir Anzarane wind farm, which will allocate 47% of its output to the facility, the plant will use reverse osmosis technology. ACCIONA will handle its construction, operation, and maintenance for over 27 years. The project, structured as a public-private partnership with Morocco’s Office National de l'Électricité et de l'Eau Potable, involves a total investment of MAD 6.5 billion (US$ 691 million). The project addresses the increasing need for potable water in Morocco’s economic hub, aiming to serve residents of Casablanca, Settat, Berrechid, Bir Jdid, and surrounding areas. It will supply up to 250 million cubic meters of drinking water annually, along with an additional 50 million cubic meters dedicated to supporting regional agriculture.
The project financing is structured with 80% debt and 20% equity. The participating financial institutions include FIEM through ICO, Société Générale (with coverage from Cesce, the Spanish Export Credit Agency, via the Green Investment Policy), Attijariwafa Bank, Banque Centrale Populaire, Bank of Africa, Caixa and COFIDES. This reflects the confidence of both national and international financial institutions in the project, as well as the support of Spain’s state-backed financial instruments.
The plant is scheduled for completion in 2028.
