ADB Seeks National PPP Advisor for Healthcare Infrastructure Projects in Kazakhstan

The Asian Development Bank (ADB) is seeking a National Public-Private Partnership (PPP) Advisor to work with Kazakhstan's Ministry of Healthcare and other government stakeholders in Astana and Karaganda, Kazakhstan, to coordinate and support the implementation of healthcare PPP projects, including the 300-bed Karaganda Multidisciplinary University Hospital project.

In this context, OMDP intends to engage a Consultant to support the Ministry of Health (MOH) throughout the PPP process and serve as the primary liaison and coordinator among the MOH, Ministry of National Economy (MNE), Ministry of Finance (MOF), Kazakhstan PPP Center (KPPPC), medical universities, regional governments in Karaganda, OMDP, and the various consultants (including technical, legal, and safeguards specialists) appointed by ADB to assist with the projects. The Consultant will be engaged for an initial period of 12 months and will be embedded within the MOH for the duration of the assignment. While the immediate priority will be to support the MOH in implementing the Project, the Consultant will also contribute to strengthening the MOH’s capacity to conduct screening exercises and develop a pipeline of PPP transactions in the health sector. In addition, the Consultant will assist MOH officials with stakeholder coordination and help identify opportunities to enhance policies, guidelines, and processes to support the effective and efficient delivery of the Project as well as future PPP initiatives.

The Consultant will be expected to act as the focal point and coordinator between the various government departments/agencies involved in three PPP projects, the OMDP team and OMDP’s various advisors (e.g., technical, safeguards, financial and legal advisers). This will include the following activities:

  • Identify and build relationships with the key stakeholders involved with the projects. This is likely to include senior officers from the MOH, MNE, KPPPC, MOF, public medical universities and the Regional governments, including the office of the respective Governors and Heads of the Regional Health department.
  • Coordinate meetings as needed from time to time with the relevant government department to ensure the projects are proceeding promptly and that potential issues are identified and resolved at the earliest opportunity.
  • Be aware of and coordinate data requests from OMDP or its consultants, ensuring they are channeled to the most appropriate department/agency. Coordinate the responses to such requests and chase up where needed.
  • Liaise regularly with the OMDP team, keeping them aware of any relevant discussions, updates within the MOH or other government departments, which may have an impact on the projects;
  • Keep the OMDP team updated on any relevant government decisions, news, legislative amendments, etc., which may have an impact on the projects
  • Provide coordination and implementation support to OMDP project teams by assisting with data collection and verification, facilitating PPP-related approvals, maintaining regular communication with stakeholders, organizing and attending meetings and site visits, keeping relevant counterparts informed of project progress, and supporting engagement between OMDP consultants and government agencies.

The position requires a blend of technical, policy, and relationship-management skills. The advisor must understand PPP project structuring, government approval processes, stakeholder engagement, and project procurement. Equally important is the ability to work closely with senior government officials, development partners, and consultants while navigating institutional and regulatory requirements. The overall objective is not only to advance the current healthcare PPP projects but also to strengthen the MOH's long-term capability to plan, procure, and manage PPPs independently
