AfDB Seeks Consultants for Uganda’s Busega–Mpigi Expressway and Kagitumba–Kayonza–Rusomo Road Projects

The African Development Bank (AfDB), in collaboration with the Government of Uganda (GOU) through the Ministry of Works and Transport (MoWT), has issued an Expression of Interest (EOI) for consultancy services to provide construction supervision for two major road infrastructure projects aimed at enhancing connectivity and economic growth in East Africa.

The first project involves the Busega-Mpigi Expressway, a 26.7 km four-lane dual carriageway expressway in the Kampala metropolitan area, designed to alleviate traffic congestion, improve urban mobility, and integrate with the existing Busega Grade Separated Junction as part of the Greater Kampala Light Rail and Metropolitan Area Infrastructure Development Programme; this initiative is financed by the African Development Fund (ADF) and co-financed by the European Investment Bank (EIB). The second project covers the rehabilitation and upgrading of the 256 km Kagitumba-Kayonza-Rusomo road corridor, a critical cross-border route linking Rwanda and Tanzania, which includes paving unpaved sections, widening to two lanes, and installing safety features like drainage and signage to boost regional trade under the Northern Corridor Integration Projects Phase V, also funded by the ADF with potential co-financing from the East African Community. The scope of services encompasses detailed design review, construction supervision, contract management, quality assurance, environmental and social safeguards monitoring, and capacity building for UNRA staff, requiring firms to demonstrate expertise in large-scale road projects, FIDIC contract administration, and compliance with AfDB procurement guidelines.

The GOU has received financing from the AfDB towards the cost of the Multinational: Uganda/Rwanda: Busega-Mpigi and Kagitumba-Kayonza-Rusomo Road Projects, to fund the Busega-Mpigi Expressway (26.7 Km), and intends to apply a portion of the proceeds of the loan towards the Construction Supervision of the Busega-Mpigi Expressway.
