The Ministry of Transport of Angola and Alstom signed a Memorandum of Understanding (MoU) to jointly assess, plan, and potentially implement the Luanda Coastal Blue Line commuter rail system.
The Luanda Coastal Blue Line commuter rail initiative envisions a key 50-kilometre route linking Cacuaco with Benfica. As a central element of the city’s broader public-transport master plan, the project is expected to enhance connectivity, ease traffic congestion, and open up new economic and social opportunities for residents across Luanda. Under the terms of the MoU, the Ministry of Transport and Alstom will work together to assess the commercial, technical, and strategic viability of the coastal Blue Line, including comprehensive feasibility studies. The Memorandum of Understanding will take effect on 24 November 2025.
