Audit of Irish broadband tender finds no evidence of corruption

The Government of Ireland has noted and accepted the findings of the review by the National Broadband Plan Independent Process Auditor. The review was commissioned to investigate the former Minister of Communications, Climate Action and Environment's engagement with the Granahan McCourt-led consortium engaged in the procurement process for the PPP project.

The National Broadband Ireland consortium submitted a final bid for the project, which involves the financing, development, construction, operation, maintenance and exploitation of a high-speed broadband network covering over 750,000 premises, in September 2018.

Despite noting that meetings between the former Minister and the CEO of Granahan McCourt give "cause for concern", the Independent Process Auditor concluded that neither had the opportunity to influence the conduct of the tender process in favour of Granahan McCourt or otherwise.

The Minister in question, Denis Naughten, resigned last month. The Independent Process Auditor noted that his resignation has insulated the tender process from any apparent bias created by his engagements with the CEO of Granahan McCourt. Despite these positive conclusions, the implementation of the project remains uncertain.
