Cairns Regional Council is inviting Expressions of Interest (EOI) from suitably qualified and experienced contractors and organizations for consideration of interest for the design and construction and/or operation and maintenance of a Materials Recovery Facility (MRF).

The council is considering a number of options and seeking to understand business interest through this EOI.  The options include, but are not limited to:

  • Option A: Design and construction of a new MRF (funded by the council);
  • Option B: Design and construction of a new MRF (funded by the council), followed by a contractor operating and maintaining the MRF over a medium to long term; and
  • Option C: Design, construction, operations and maintenance of a new MRF, with a contractor funding the up-front capital costs for the MRF with cost recovery over a long-term contract.

These options are not exhaustive and the council encourages respondents to propose any alternative approaches that deliver best value for money. Council has not selected a preferred option or process technology components for the MRF and the purpose of this EOI is to identify the potential options available, organisations with the capability and capacity to deliver and the market appetite for a preferred approach.

The tender closes on Tuesday 15 January 2019.
