The Government of Ceará and Cactus Energy have signed a memorandum of understanding (MoU) for the implementation of a hydrogen and green oxygen production plant in premises of Pecém Port. The PPP project will be located in the Processing and Exportation Zone (ZPE) of Ceara.

The Cactus production plant will be developed in an area of 250 hectares with the capacity to produce 10,500 tonnes of hydrogen and 5,250 tonnes of green oxygen per month. The estimated investment value of the project is EUR5 billion (US$5.71 billion). The production will be facilitated by 3.6 GW of clean energy obtained from solar PV and wind energy facilities. The energy supply matrix consists of a 2.4 GW capacity Uruquê Photovoltaic Park located in municipalities of Jaguaretama and Umaril, and a 1.2 GW capacity Offshore Wind Farm located in Camocim.

Cactus Energy is planning to begin the project implementation in 2023.
