Burkina Faso issues notice inviting PPP consultants

The government of Burkina Faso has issued notice inviting PPP consultants for the reinforcing and operationalizing in the short term the legal and institutional framework of public-private partnerships (PPP) in Burkina Faso and promote the development and execution of PPP projects and facilitate increased participation of the private sector in the delivery of public infrastructure and services through well-structured PPP projects.

The consultant will provide services such as advice on PPP policy and strategy, development of guidelines and procedures for processing PPP projects and development of operational tools to improve analysis and structuring of PPP projects. The consultant scope of work is divided into the four-component listed as follows: 

  • Component 1: Establishment of a new reference framework for PPPs based on a refreshed PPP Policy. the Consultant will assist the GoBF in developing a clear general policy on PPPs that will bring together the policy, legal, regulatory and institutional provisions necessary to foster an enabling environment for PPP development. The new PPP policy will identify the conditions Government considers critical for delivering successful PPPs, along with concrete drafting proposals to improve and/or complete the existing texts.
  • Component 2: Operationalization of the PPP institutional scheme. This activity will primarily consist of raising awareness of the PPP institutional mechanisms that would be put in place based on the new PPP policy. Roles of the various stakeholders are expected to be clarified, and so would be the process and the procedure to manage PPP projects, including unsolicited proposals.
  • Component 3: Development of operational tools and standard documents. This activity is to help GoBF streamline its approach to PPPs. It comprises of a national PPP guide, standardized template documents and project analysis tools. This will also include project appraisal templates, risk matrix templates, legal/ technical/ E&S due diligence checklists. The final output under this component will be a web-based PPP toolkit.
  • Component 4: Institutional support to the Ministry of Energy (MoE). This will entail capacity building for the MoE with a focus on energy as well as specific support to facilitate implementation of pilot PPP project(s).
