The Cambodian Ministry of Public Works and Transport (MPWT) has invited private investors to develop the Sihanoukville Logistics Complex in Sihanoukville, Preah Sihanouk Province.
The Royal Government plans to carry out the project through a public-private partnership (PPP) framework that will encompass the design, construction, financing, operation, and maintenance of the facility. It has designated the International Finance Corporation (IFC), part of the World Bank Group, as the lead transaction advisor. In this role, IFC will support the structuring and execution of the project by conducting feasibility studies, advising on risk allocation, and leading investor outreach efforts to ensure the complex meets international standards and attracts reputable partners.
The logistics complex will be developed in Sihanoukville, Cambodia’s only deep-sea port city and an expanding industrial center. Located along the country’s southern coastline, the city serves as a key gateway for the Kingdom’s global trade. According to the MPWT, the facility is intended to deliver integrated, value-added logistics solutions for cargo passing through the Sihanoukville Autonomous Port, which manages most of Cambodia’s container traffic. Proposed services include warehousing, cargo consolidation, customs facilitation, and multimodal transportation coordination. By consolidating and optimizing these activities in one location, authorities aim to lower logistics expenses, reduce cargo dwell times, and improve supply chain dependability for both exporters and importers.
Interested sponsors are required to submit documentation detailing their corporate profile, technical experience and relevant project track record by March 2026. Submissions must be made electronically via email, according to the ministry’s notice.
