CC&L Infrastructure and Desjardins Global completes acquisition of Herb Gray Parkway

Connor, Clark & Lunn Infrastructure (CC&L) and Régime de rentes du Mouvement Desjardins (represented by Desjardins Global Asset Management) has completed acquisition of majority stake in Rt. Hon. Herb Gray Parkway from ACS Infrastructure Canada (ACS), Fluor Canada Ltd. (Fluor), and Acciona Concesiones S.L (Acciona). ACS, Fluor, and Acciona has retained minority equity interest in the concession.

The Rt. Hon. Herb Gray Parkway asset includes an 11 km long six-lane corridor passing through Windsor, Ontario, Canada. It is a public-private partnership (PPP) concession between Windsor-Essex Mobility Group and the Province of Ontario. Windsor-Essex Mobility group is a consortium of Acciona, ACS Group, Fluor and Dragados. The asset also has several adjacent service roads, interchanges, structures, pumping stations, recreational areas and 300 ac of green space.

The concession was awarded in 2010 and the Windsor-Essex Mobility group began operations in 2015. The concession period is 30 years with availability-based payments, out of which approximately 23 years of operational and maintenance works are remaining. The O&M for the highway will be provided by a company formed by ACS and Fluor.
