Changi Airports-led consortium signs contract for Clark Airport concession

The North Luzon Airport Consortium (NLAC) has signed the concession agreement for the operations and maintenance of Clark International Airport (CIA), located 80km northwest of Manila, in the Central Luzon Region of the Philippines.

NLAC is comprised of Filinvest Development Corporation (FDC), JG Summit Holdings Inc. (JGSHI), the Philippine Airport Ground Support Solutions Inc. (PAGSSI) and Changi Airports Philippines (I) Pte. Ltd., a wholly owned subsidiary of Changi Airports International (CAI).

The 25-year concession covers both the existing passenger terminal at CIA and a new modern terminal building targeted for operation by 2021. The consortium will be responsible for developing the commercial assets, operating and maintaining airport facilities and fitting out the new terminal, which will have capacity to serve eight million passengers per annum, doubling the current capacity of the existing terminal.

The estimated cost of the fit-out works in PHP6 billion (US$114.4 million). The works are scheduled to be completed within one year of the turnover of the terminal.

NLAC was awarded the contract for the project in December 2018 by the Bases Conversion and Development Authority (BCDA), an entity of the national government. The consortium was one of nine private parties that purchased the tender documents, though eventually only faced competition from one other final bidder.

The project aims to transform CIA into an international gateway to the Northern and Central Luzon regions. The consortium intends to engage strategic partners, such as airlines and tourism authorities, to grow traffic and build a wider route network, establishing greater connectivity with both domestic and international destinations.
