Cayman Islands Airports Authority (CIAA) has issued an expression of interest for the development of a general aviation facility at Owen Roberts International Airport in Grand Cayman under a public-private partnership.
The CIAA is seeking market feedback on a range of potential delivery and financing approaches, including lease and concession structures, as well as models such as design–build–finance (DBF), DBFO, DBFOM, and hybrid arrangements. It is also inviting views on key aspects like risk sharing, capital investment requirements, and possible revenue frameworks. Stakeholders can submit queries until May 20, 2026, with clarifications expected by June 8, ahead of a June 29 submission deadline. The project is anticipated to be completed within approximately three years.
This procurement forms part of a broader strategy to strengthen Grand Cayman as a regional hub for private, corporate, and charter aviation within the Cayman Islands. At present, the general aviation apron at Owen Roberts International Airport—the paved area used for aircraft parking, servicing, and pre-flight preparation—falls short of international standards, mainly due to congestion. The existing setup also lacks adequate passenger and baggage screening systems, sufficient terminal amenities, and enough apron capacity to meet demand.
General aviation refers to all non-scheduled and non-military flying activities, including private jets, helicopters, business aviation, charter services, and pilot training aircraft. The planned facility is designed to accommodate at least 40 aircraft at once and support up to 10 aircraft turnarounds per hour during peak periods. Proposed upgrades include the development of three dedicated general aviation aprons, a rapid-turnaround apron, a marine dock, a heliport, screening areas, hangars, and other supporting infrastructure.
