The government of Colombia has prioritized the roadway network project in the Cauca Valley as part of its National Development Plan (PND) which will be executed as three new road concessions. National Infrastructure Agency (ANI) as the contracting authority will oversee the tendering process. The road projects will be divided into accesses to the cities of Cali and Palmira, and the Buga - Loboguerrero and Loboguerrero - Buenaventura corridors.

The first section that would be tendered in January 2020, will be the access to Cali and Palmira, after successfully completing the processes of prior consultation.

The access roads to the city of Cali project include works on road corridors Jamundí - Villarrica, Cali (Sameco) - Yumbo, in Palmira and the Cali - Candelaria section. All of these road sections will improve accessibility to the city of Cali. Cali is a Colombian city in the Valle del Cauca department, southwest of Bogotá. The road corridors will be developed at an investment of COP 3200 million (US$ 0.95 million). For the development of the first section, the National Infrastructure Agency, the Government of Valle de Cauca and the municipalities of Cali and Jamundí recently signed an agreement to accompany the prior consultation processes with the communities of San Isidro, Las Dos Aguas de Cascajal and Bocas del Palo to guarantee the participation of these populations in the infrastructure project.

The second road project includes the development of 17 km long road corridor between Buga and Loboguerrero. Buga and Loboguerrero are cities located in western Colombia. As part of this corridor, the second roadway between Buga and the Mediacanoa will be built; likewise, 17 kilometers of the second road from this same sector to Loboguerrero will be constructed. This road section will be developed at an investment of COP 1800 million (US$ 0.53 million). The ANI will take nine months structuring the project and it will be awarded in the first half of 2020.

The third road project includes the construction of Loboguerrero - Buenaventura road corridor that seeks the consolidation of the second road of the Loboguerrero - Citronela section, construction of the second road, and the maintenance and operation of 18 tunnels. Buenaventura is a port city located on the western coast of Colombia. This road section will be developed at an investment of COP 2300 million (US$ 0.64 million). It is planned to complete the existing prior consultation processes, before looking for suppliers in July 2020.

These three road projects guarantee the mobility and security of passengers and cargo, facilitating the commercial exchange of this region with the center of the country and the ports of the Pacific.

ANI, on behalf of the National Government, currently performs the studies of the roadway network, and later will perform the technical, legal, and financial structuring of each of the projects and as a last step, it will open a tender for interested companies for the construction of these roads.
