Consultants sought for KYE Airport rehabilitation project

The High Council for Privatization in Lebanon and European Bank for Reconstruction and Development (EBRD) have issued an expression of interest seeking technical consultant for the KYE Airport rehabilitation project. The project includes rehabilitation and expansion works of Kleiaat Rene Mouawad Airport (KYE Airport) in Kleyate. The objective of the project is to improve the provision of air transportation and cargo services and to expand the international and domestic connectivity of Lebanon through enhanced capacity and efficiency for passengers and cargo.

The consultant will be responsible for the preparation and financing of the Pre-Feasibility Study (PFS). The PFS will include an initial review of the business case for a PPP engagement at KYE Airport based on preliminary traffic simulation, the expected cargo transportation, introducing domestic passenger flights and attracting low-cost carriers. The consultants are expected to Carry out preliminary technical (traffic, airside and landside asset review, assess physical constraints, investment needs, etc.), legal, environmental, and social, and financial due-diligence to assess a business case for a viable PPP for KYE Airport; including evaluating the impact of developing the airport under different scenarios with respect to cargo traffic, limited passenger traffic (e.g.: charter, LCC traffic) etc. and Identify necessary government actions for the implementation of the PPP.

The deadline to submit the bids is September 04, 2019. The estimated value of the contract is EUR 270,000 (US$ 299,483).
