The Honolulu Authority for Rapid Transit (HART) in Hawaii, USA has delayed for the sixth time the contract award for Honolulu Rail Transit Project (HRTP) from East Kapolei to Ala Moana Center. The project involves the development of an elevated rails system in Honolulu, Hawaii state capital located on Oahu island.

The city originally planned to award the PPP contract last September, but repeatedly had to move that award date back. So far, at least two companies have submitted their bids for the project, the names haven't been disclosed.

According to sources, the complexity of the procurement process, whereby the City and the Rail Authority need to agree on the project outcomes and selected bidder, has hampered the project award. 

The US$9-billion project involves the design, construction and financing of a mostly-elevated railway in Honolulu, the state capital of Hawaiʻi, located on Oahu island. The railway will form a 20 mile (32km), 21-station transit system connecting East Kapolei to Ala Moana Center. The private partner will operate and maintain the entire rail system.
