Howard County Council has approved the PPP contract awarded to Edgemoor-Star America Judicial Partners for the design, construction, financing, operation and maintenance of a new 230,000 square-foot Circuit Courthouse in the county, which is located in Maryland, eastern USA.
The council has approved a 30-year contract, which obligates it to a US$75 million payment to cover general obligation debt and around US$10 million annual payments to the concessionaire. Edgemoor-Star America Judicial Partners is led by Edgemoor Infrastructure & Real Estate and Star America Infrastructure Partners, and also includes Clark Construction Group, Hellmuth, Obata + Kassabaum and Johnson Controls.
The consortium intends to begin demolition of the existing building on the selected site for the courthouse in summer 2019, with the new facility scheduled to open in summer 2021.
