EOI launched for hospital PPP in Saudi Arabia

The Ministry of Health (MoH) of the Kingdom of Saudi Arabia has launched expressions of interest (“EOI”) in respect of the potential design, build, equipment procurement, operations (excluding clinical operations) and maintenance of the new Al Ansar Hospital on a Public-Private Partnership (PPP) basis.

The AlAnsar Hospital will be located in the city of Al-Madinah Al Munawwara. The facility is being developed to replace the existing AlAnsar Hospital and to significantly expand the services available to the pilgrims. The planned clinical capacity of the hospital will be 244 beds (90 emergency beds and 150 in-patient beds), which exceeds the clinical capacity of the previous facility by 170%, with annual visits expected to be beyond 400,000 visits for the new hospital.

MoH, supported by the National Center for Privatization and PPP (NCP), completed all necessary technical, financial and regulatory studies for the project before the launch of the EoI. The Alansar Hospital transaction is an initiative under the Privatization Program - one of Vision 2030 programs.

The transaction includes the construction of a new hospital with higher clinical capacity equipped with innovative designs and capabilities that enables physicians to provide international standard healthcare services to patients.

With launch of the EoI of Alansar Hospital MoH targets attracting infrastructure developers, contractors, and consortiums to deliver the project under a BMT (design, build, equipment procurement, operations and maintenance) model. Alansar Hospital is the first transaction to be launched under the “Establishing and operating hospitals PPP initiative” under the Privatization Program, a Vision 2030 Program.

The Alansar Hospital PPP will contribute to increasing private sector participation in providing healthcare services, improving infrastructure, raising safety standards, and managing health facilities. This will be the first hospital transaction, under the Privatization Program, among a series of planned transactions by MoH for the commissioning and operation of hospitals.
