EOI out seeking advisors for South Africa PPP framework review

The World Bank Group and Government of South Africa have issued an expression of interest seeking advisors to help them review the PPP framework in the country. The review process is being conducted because of low infrastructure project implementation rate of public and PPP projects as well as the interest of the government to review current processes for infrastructure development and establishing a functional structure, refined procedures, and capacitation of key institutions.

The advisors will recommend necessary changes to the PPP framework and manuals based on thorough analysis that will reflect the reality on the ground and changes made since the framework's implementation in the early 2000s, and ensure there is appropriate alignment with the proposed Infrastructure Fund. Advisors will review the PPP law and relevant regulations, PPP manual and the municipal PPP framework, and recommendations for changes to each document with the goal to streamline processes. 

The deadline to submit the responses to the EOI is July 12, 2019.
