Five shortlisted for $3B Bogota Metro PPP

Colombia's Empresa Metro de Bogotá (EMB) has shortlisted five consortia for the Bogota Metro Line 1 concession. The award of the concession is scheduled by October 21, 2019.

The shortlisted consortia are the following:

  • Consorcio Metro de Bogotá: FCC, Carso and the Development Promoter of Latin America
  • Apca Metro Capital: ICA, Power China, Strukton and Siemens
  • Apca Transmimetor: China Harbor Engineering Company (CHEC), Xi‘an Metro
  • Sunrise Consortium: Acciona Construcción de España, Hitachi group, Impregilo de Holanda
  • Union Metro Capital: Sacyr, CAF, Hyundai

China Railway Group and the OHL-led consortium also pre-qualified in the bidding process, but are no longer in the race for the contract award.

The winning consortium will have the responsibility to carry out its detailed designs, obtain partial financing of the project, execute the works, provide trains and equipment, and assume the operation and maintenance of the system during the first 20 years of commercial operation. The project investment is estimated to reach COP11 trillion (US$3 billion).

The Bogotá Metro Line 1 project involves the development of a 23.96 kilometers railway from the Portal of the Americas to Caracas Avenue, along Villavicencio Avenue, Primero de Mayo Avenue and Calle 1. Then, the road will go north on Caracas Avenue to 72nd Street. The subway portion will have 16 stations, 10 interchanges with TransMilenio, every 1.4 kilometers on average. And from the second section, the designs will be ready to reach Calle 127 along the Autopista Norte.
