Four private sector groups — MAN Enterprise Cyprus Limited, Cusano Mare Ltd, Orestes Fintiklis, and Celicandia Ltd — have submitted bids to compete for the Design, Build, Finance, Operate, and Transfer (DBFOT) concession for the Paphos Marina project in the Potima area of Kissonerga, near Paphos, Cyprus.
The development is proposed on government-owned land in the Potima area, spanning approximately 165,000 square metres. Once completed, the marina is expected to accommodate up to 1,000 leisure vessels, supported by a range of shore-based amenities. In addition to yacht berths, the project envisions residential and commercial components, with potential inclusion of a hotel and, under one option, facilities capable of serving cruise ships.
Under the tender terms, bidders can choose between two development scenarios. Both options provide capacity for up to 1,000 vessels, with the majority of infrastructure constructed offshore and a smaller portion on land. The first option envisions a traditional marina complemented by residential, commercial, and hotel components. The second option incorporates the potential for cruise ship berthing, resulting in a broader mixed-use waterfront scheme. The concession period will extend for 55 years, with negotiations with shortlisted bidders anticipated to commence in May 2026. For Paphos, where the marina initiative was reactivated in 2023 following a Cabinet decision after prolonged delays, the next phase could ultimately determine whether the long-planned project moves from concept to reality.
The Ministry of Transport, Communications and Works of Cyrpus have announced that three teams have been shortlisted to proceed to the next phase in the tender for the long-delayed development of Larnaca port and marina.
