Framework Agreement Signed for Developing and Operating Shinas Port in Oman

The Ministry of Transport, Communications and Information Technology (MTCIT) has signed a framework agreement with “QSS Maritime” to develop, manage and operate Shinas Port in Oman.

QSS Maritime, a collaborative venture involving both local and international entities (Quartet Solutions Company, Dunes Petroleum Company, and SS Maritime Company), has been established to undertake the development, management, and operation of Shinas Port through a meticulous 3-phase approach. In the initial phase, a dedicated committee will be instituted to facilitate the seamless transfer and receipt of the port. Subsequently, during the second phase set to commence on the first day of November 2023, QSS Maritime will embark on the development, management, and operation of Shinas Port. In this phase, the company will formulate a comprehensive commercial and marketing strategy, along with a novel master plan for the port, spanning an 8-month period.

Advancing to the third phase, which spans a duration of 12 months, conclusive negotiations will be initiated as a precursor to the formalization of a long-term agreement. This landmark agreement is poised to encompass a 30-year timeframe, signifying the culmination of efforts in the development, management, and operation of the port.
