Frøya Kommune has launched an open tender procedure in Norway for a major public-private partnership (known locally as OPS). The project aims to establish a modern swimming facility in Sistranda that will serve the municipality’s schools, kindergartens, health services and general population for the next 50 years.
Frøya currently lacks adequate swimming facilities. Through this procurement, the municipality wants a private partner to take full responsibility for the design, construction, financing and long-term operation of the new facility. The chosen model transfers both technical and financial risk to the private contractor, while allowing the municipality to free up capital for other priorities.
In return for delivering and running the facility over the entire 50-year period, the private partner will receive a fixed annual rent that is adjusted for inflation. The contract is structured as a services agreement under the EU Public Procurement Directive 2014/24/EU, with electronic tender submission required. The deadline for submitting bids is mid-September 2026.
