The Honolulu Mayor in the USA has urged the Honolulu Authority for Rapid Transit (HART) to look for other procurement processes apart from the public-private partnership (PPP) for the last four-mile of the rail transit project. The project has been delayed multiple times costing millions in form of delay claims.

HART officials are suggesting to award the concession without the involvement of the city. HART claimed that it has already shortlisted legitimate bidders and will award the concession contract by the end of 2020.
