IFC and EBRD to support pilot schools PPP project in Jordan

The Ministry of Education (MoE) of the government of Jordan has retained the International Finance Corporation (IFC) and European Bank for Reconstruction and Development (EBRD) to structure and tender a pilot project concerning the development up to 15 schools located in the governorates of Amman, Irbid and Zarqa, under a public-private partnership (PPP) model.

IFC and EBRD will provide advisory services to the MoE to bring in private sector developers to construct and operate 15 schools, which will replace existing rented overcrowded schools to accommodate 15,000 students. The MoE will continue to provide pedagogical services while the private operator will provide non-pedagogical services such as cleaning, utilities management, and security, etc.

The institutions are currently in the process of appointing consultants to support their assignment, which includes a legal, technical, commercial and, environmental and social due diligence of the project to develop transaction structure and tender documentation.

The pilot project is part of a multi-year program to build up to 600 schools over the next decade.
