The government of Uganda has announced the operation phase of the Justice, Law and Order Sector (JLOS) House complex in Kampala, Uganda.

The JLOS House complex aims to boost public service productivity, spur private sector growth by providing timely services, and cut public administration costs through service integration and shared facilities. This comprehensive project involves designing, procuring, constructing, commissioning, and maintaining 74,000 sq. meters of rentable office space. Key components include the JLOS Towers and High Court on plot 98-102 Katalima Road in Naguru, and the Police Headquarters accommodating all police directorates at plot 40-96 Katalima Road Naguru Kampala, adjacent to the JLOS house complex. The strategic location addresses the need for a centralized hub for JLOS institutions, currently scattered across inaccessible parts of Kampala. This initiative is expected to enhance operational efficiency, foster coordination among JLOS agencies, reduce rent costs and improve public access to JLOS services.

The project aims to establish a centralized hub, serving as a one-stop service center for JLOS institutions to enhance service delivery and accessibility. This includes:

  • Creating office spaces (JLOS Towers) and a purpose-built High Court using green and intelligent building practices to streamline service delivery and improve accessibility to JLOS services;
  • Constructing a green and intelligent building (Police Headquarters) to enhance police productivity and elevate the quality of policing services; and
  • Establishing a purpose-built Judiciary headquarters and Appellate Courts to foster access to judicial services.
