Kukës Airport concession awarded to inexperienced consortium

Ministry of infrastructure in Albania has awarded the reconstruction and operation concession of Kukës Airport to Bami and Global Technical Mechanics. Kukës Airport is 3.5 km south of Kukës, Albania. The project will have construction works of 2 years and a concession period of 35 years.

Bami and Global Technical Mechanics have no previous experience of related projects. Another competitor Kastrati and TMD System had submitted an unsolicited proposal to reconstruct and operate the Kukës Airport. Ministry approved their unsolicited proposal and awarded 8 percentage bonus points. But Kastrati and TMD System didn't submit the bids for the project. Thus Bami and Global Technical Mechanics was the only bidder for the concession.

It is notable that winner consortium Bami and Global Technical Mechanics has no previous direct or indirect experience in handling airport concession. The contracting authority' one of the main tender requirements was to prove– through licenses by international aviation authorities– to have the technical expertise and experience in the relevant field. The condition was not met by the winning consortium.
