Infrastructure Ontario and the Ontario Ministry of the Solicitor General have awarded a fixed-price contract worth C$178 million (US$127 million) to EBC Inc. for the expansion of the Quinte Detention Centre in Greater Napanee, Ontario. The contract was awarded following an open and competitive procurement process that began in October 2024. The project forms part of the provincial government's strategy to increase adult correctional capacity and modernise correctional facilities.

The expansion will add accommodation for 91 inmates, increasing the facility's total capacity to more than 300 inmates. The project includes additional accommodation for female inmates, improved recreational areas, expanded reception and visitation facilities, and upgrades to admissions and discharge areas, health services, and the infirmary. It will also provide facilities for the Institutional Crisis Intervention Team, staff and executive administration, new public and staff entrances, and additional parking.

The project will use a Design-Bid-Build (DBB) procurement model, under which the design is completed separately before a construction contractor is selected to execute the works. Construction is expected to begin later in 2026. The expansion is intended to increase correctional capacity and improve operational facilities while supporting the Ontario government's broader plans for adult correctional infrastructure.
