Paraguay govt backs airport P3

The Public Works Ministry of Paraguay (MOPC) intends to save a US$149 million PPP tender for the modernization and expansion of the Silvio Pettirossi international airport. The government office has requested the country's highest court to rule on the comptroller's recommendation to cancel the process.

Legal actions had been presented before to an account tribunal, and now it will present another legal resource to the supreme court.

The regulator states that the ministry gave favorable treatment to Spanish construction company Sacyr, which is part of a consortium with Agunsa and skipped the pre qualification phase during the tendering process.

The MOPC said that:

"Until the matter with the comptroller is solved, the offers for the concession will remain in the bid evaluation committee, while the process unfolds within the most absolute respect towards the legal norm."

The Silvio Pettirossi airport project involves the construction of a new airport terminal and the reconstruction of the existing facilities to transform them into administrative offices. The facilities will have capacity to handle approximately 3.3 million passenger per year, up from current capacity of 915,000. The project will be developed on a design, build, finance operation, and maintenance (DBFOM) basis. The concession period will be 30 years.
