The provincial government of Cavite is set to launch the Swiss Challenge in November, 2022 on San Miguel Corp's unsolicited proposal for the Cavite-Batangas Expressway (CBEX) under public-private partnership (PPP) Project in the Philippines.

The Cavite PPP selection committee has begun the process of preparing bidding documents for the Swiss Challenge, which is a form of procurement for the possibility of contesting an applicant's proposal by other parties. The Cavite government previously provided San Miguel Holdings Corp, which is the infrastructure division of San Miguel Corp, as the initiator of the development, design, financing, maintenance and construction of the CBEX PPP project.

The US$458 million CBEX PPP Project involves the construction of a 27.06 km Toll Road from the municipalities of Silang, Amadeo, Tagaytay, lndang, Mendez, Alfonso in Cavite and Nasugbu in Batangas, Philippines.
