Transport Infrastructure Ireland (TII) has launched Periodic indicative notice (PIN) for preliminary market consultation of the Metrolink project in Dublin, the PPP project that is estimated at EUR 1 billion (USD 1.1 billion).

Metrolink project involves the development of urban railway connecting Swords and Sandyford, running north-south through Dublin city centre via Dublin airport. The greenfield Swords/Airport-City Centre section of the line will be underground. The route will only extend southbound up to Charlemont. The rail line will link Dublin Airport, Irish Rail, DART, Dublin Bus and Luas Services, creating fully integrated public transport along the 19 km route. Much of the 19 km route will run underground. The system will have 25 stations, 15 of which will be newly constructed. The total journey time will be 50 minutes and it will take approximately 25 minutes from Swords to the city centre.

The purpose of this consultation is to share with the market TII/NTA’s preferred approach to the procurement of client support advice and services to assist TII with the management of the delivery of MetroLink and provide market participants and other interested parties with an opportunity to inform the finalization of TII’s ‘MetroLink Client Support Services’ procurement strategy.

The private partner would offer highly flexible program management skills and experience that will integrate with the existing TII project team to provide all the client functions needed to successfully manage and control the MetroLink program. The main role of the private development partner would be to help manage the various MetroLink contracts (design and build, PPP, etc.), including the provision of project directors, project managers and contract administrators to suit the contract form and site supervision needs.
