Private partners sought to deliver extra-care housing in Cornwall

The Cornwall Council has issued a tender seeking private partners to design, finance, construct and operate extra-care housing in the region, located in south-west England. The selected partners will be responsible for providing care services in the extra care units and this will be delivered under a separate care contract. 

The procurement is being undertaken in separate lots, with private parties invited to bid to deliver a minimum of 250 units in West Cornwall, Mid Cornwall and East Cornwall. A proponent may apply for all three lots (minimum total 750 units) but can only use the same care provider in two of the three lots.

The partnership contracts awarded will last up to 30 years. The care contracts will last for up to 14 years with a possible extension of up to 3 years.

The units delivered through the partnerships are intended to offer a more diverse range of social care options to older people in Cornwall that enables and supports them to live independently in their own homes for longer. The total estimated value of the partnerships is GBP942 million (US$1.2 billion).
