Procurement activities cancelled for International Airport PPP Project in Philippines

The Public-Private Partnership Center of the Philippines (PPP Center), through its Special Bids and Awards Committee (SBAC), issued the Notice of Cancellation of the procurement activities for the Independent Consultant for the implementation monitoring of the
Ninoy Aquino International Airport (NAIA) PPP Project. 

The SBAC has determined that the termination of the procurement for this Project is warranted following the conduct of consultation with the end-user unit, the receipt of request from the Department of Transportation (DOTr) to cancel the procurement process, and thorough assessment of the grounds for termination under Sections 35.6 and 41 of the 2016 Revised implementing Rules and Regulations of Republic Act No. 9184.

The Project includes improving, upgrading, and enhancing the operational efficiencies of all existing NAIA terminals, covering both landside and airside (except air traffic services) to meet the International Civil Aviation Organization (ICAO) standards. The project is divided into 2 phases:

  • Phase 1: the improvement and expansion of the terminals within the current land area of NAIA; and
  • Phase 2: developing an additional runway, taxiways, passenger terminals, and related support infrastructure.
