Project Development and Monitoring Facility (PDMF) to support more transport projects in Philippines

The Project Development and Monitoring Facility (PDMF) approved the application for funding from the Department of Transportation (DOTr) for the provision of Transaction Advisory Services for transportation projects in the Philippines. 

The transaction advisory services are proposed to be provided by the International Finance Corporation (IFC), a member of the World Bank Group, with extensive experience in PPPs in various sectors. The provision of Transaction Advisory Services for Unsolicited Proposals (USPs) encompasses the Upgrade, Expansion, and Operations and Maintenance (O&M) of regional airports, specifically the Bohol-Panglao, Laguindingan, and Bicol International Airports. Under this initiative, the private sector will be responsible for financing, designing, constructing, upgrading, commissioning, and managing these airports.

The Air Traffic Services (ATS)- Air Navigation Services (ANS) Project, part of the advisory services, will undergo a gap analysis, business case preparation, and market/stakeholder consultation. It involves the financing, design, construction, modernization, upgrading, and O&M of air traffic services and air navigation services facilities in the Philippine and international airspace, all to be undertaken by the private sector. The modernization and upgrading of existing ATS-ANS facilities by the Civil Aviation Authority of the Philippines will result in more efficient aircraft routing, increased capacity, improved quality of international and inter-regional air connections, and expanded access to economic zones and export options.

Furthermore, the proposal includes the rehabilitation and O&M of the Light Rail Transit Line2 (LRT2) project, with potential expansion by 3 km and the addition of three stations to the west and east. The private sector will handle the financing, design, construction, commissioning, and O&M of the extended LRT2. The anticipated outcomes of this project involve reduced travel time, logistics costs, and road congestion, enhanced safety for vulnerable travelers, alternative travel choices, improved connectivity of economic hubs, decreased greenhouse gas emissions and noise pollution from road vehicles, climate-resilient transportation safety, increased land value, and easier access to government services.
