RFEOI seeking consultants for multipurpose terminal at Port of Luanda

The government of Angola and the International Finance Corporation (IFC) have launched two requests for expression of interest (RFEOI) seeking communication consultant and technical consultant for the multipurpose terminal project at Port of Luanda. The project includes works of rehabilitation, operation, and development.

There are 5 terminals at Luanda port among which there is a multipurpose terminal. It was until recently operated by a private concessionaire. The terminal handled the largest volume with 312,910 TEUs in 2018. However, Luanda Port has recently terminated the concession and taken over the operations at the terminal temporarily until a new concession is launched.

The communication consultant will assist the authority during all phases of the Project, on all aspects related to communication and stakeholder engagement, as well as support for crisis management and training of the influencers who would undertake the communication campaign at national and international levels. The communication consultant will work in collaboration with other IFC-hired consultants (including legal and technical/environmental & social) and will be part of the IFCs transaction team. The communication consultant will form an integral part of the IFC advisory team and proactively works with other consultants that IFC will recruit (including legal and technical, environmental and social).

The technical, environmental and social consultant will perform the following tasks for IFC.

  • Analyses of technical and operational aspects of multipurpose terminal benchmarked against comparable ports in the region and best practice, including infrastructure, superstructure, commercial and financial aspects to come up with forecast (volumes and costs) over 30 years and determination of the bankability of the PPP for the private sector as well as gains for GoA.
  • Proposal for a modernized state-of-the-art terminal with appropriate capex, opex and operational performance indicators for private Operator to be included in the concession agreement. This will include proposals for an optimal layout of TMU, in coordination with the on-going global port master plan studies.
  • Analyses on the technical aspects related to an institutional reorganization/ realignment of Porto de Luanda and I or the Regulator IMPA to consider the introduction of a private sector entity and contribution to capacity building of stakeholders.
  • Environmental and social analyses, including scoping studies of possible environmental and social impact and mitigation measures, as well as stakeholders engagement planning, aligned on IFC Performance Standards. Tasks will also include the identification of issues associated with the project, related gaps, and proposed roadmap to close such gaps in order to develop the project in line with national legislation and the IFC Performance Standards.
  • Analyses and assistance in social aspects: including a review and recommendations of staffing at multipurpose terminal (terminal and logistics platforms) and the distribution of staff with the future Operator; the possible options and recommendations on ways to include I consider the 380 truck drivers at the logistic platform, who, today and in absence of a fleet of truck to operate, have an undefined status.

The deadline to submit the interest for both RFEOIs is December 19, 2019.
