RFEOI seeking financial adviser for solid waste management project in Ghana

The World Bank Group has launched a request for expression of interest (RFEOI) seeking financial and economic advisory for a solid waste management project in the Greater Accra Region, Ghana. The private partner will provide services of community-based solid waste management interventions and community campaign; waste transfer stations, materials recovery facility, and center of excellence for solid waste management; capping of old dump sites; and extending final disposal capacity for the Greater Accra Region.

The financial adviser will provide following services :

  • confirmation of market size (solid waste generation);
  • analysis of current financial structure of the solid waste sector and its financial sustainability;
  • identification and comparison of realistic transaction structures in solid waste with private sector participation;
  • market surveys (preliminary outreach to test interest of operators);
  • high-level Pro-forma financial modelling (to test viability of transaction structured, gauge associated fiscal impacts and inform value for money analysis);
  • Specialist review of the regulatory context for structuring PPP/concessions in the SWM sector.
  • Recommendation on the optimal transaction structures and indicative roadmap of implementation describing the roles of major stakeholders (public and private sector counterparts) and key transaction facilitators (to indicate a arrange of required counselling and transaction management service providers etc.)
