RFEOI seeking technical consultant for Tashkent-Samarkand Road project

The government of Uzbekistan with an association from the European Bank for Reconstruction and Development (EBRD) has launched a request for expression of interest (RFEOI) seeking a technical consultant for Tashkent-Samarkand Road PPP project. The proposed Project is part of the Central Asia Regional Economic Cooperation Program (CAREC) transport corridor. The new road, with a total length of about 287 km, will complement the existing Tashkent-Samarkand road and will be used for local, regional and international passenger and cargo traffic.

The consultant will prepare a comprehensive pre-feasibility study, which will assess in more detail the project’s technical feasibility, economic and financial viability, socio-economic affordability, social and environmental sustainability, and suitability for the PPP model based on fiscal, legal, regulatory and institutional and value-for-money (VfM) analyses.

The following tasks will be fulfilled by the consultant:

  • Alignment Option Study
  • Analysis of Feasibility
  • Identification of possible PPP Structure
  • Assistance to GoU to prepare for a feasibility study
