RFEOI seeking technical consultant for Wade Al Nar road project

The Palestinian Authority (PA) with International Finance Corporation (IFC) has launched a request for expression of interest seeking a consultant for assessing the technical and economic feasibility of improving a segment of the North-South economic corridor at Wade AI-Nar road through private sector participation. The current 6km two-lane road connects southern Governances of Bethlehem and Hebron with the rest of the West Bank and passes through hills with several hazardous curves and presents high traffic risks for users. As a result, fatal accidents and substantial delays are a common occurrence on this economically-critical and traffic-heavy road. In addition, the road's complex topography unnecessarily increases travel time and fuel consumption, resulting in increased travel costs and emissions.

The consultant would undertake a preliminary technical, Environmental & Social (E&S) and commercial review of the Project to assess Project viability on PPP basis. The scope of works involves the following tasks:

  • Assessment of the available previous studies
  • Prepare traffic forecast
  • Assess demand for the Project including road users preferences and willingness to pay
  • Develop preliminary design
  • Conduct preliminary Cost-Benefit analysis
  • Undertake a high-level toll feasibility study
  • Complete initial E&S review and roadmap for mitigations
  • Assess implementation options & PPP benchmarks
