RFI issued seeking consultant for Delaware River Bridge

The Pennsylvania Turnpike Commission (PTC) and New Jersey Turnpike Authority (NJTA) are inviting interested teams to respond to an RFI to provide feedback, information and materials for the deliberative decision-making of the PTC and NJTA regarding the project development, financing and delivery options for the jointly owned Delaware River Bridge carrying I-95 over the Delaware River between Pennsylvania and New Jersey.

The project works involves improvement works at the Delaware River Bridge and approaches, encompassing approximately 1.9 miles of I-95 extending from PTC milepost (MP) H-42.3 to the six-lane section of the New Jersey Turnpike at approximately MP P0.8. The improvements will include the replacement of the existing Delaware River Bridge and the widening of approach roadways to accommodate a six-lane typical cross-section with 12-foot lanes and 12-foot left and right shoulders. The bridge shall maintain a channel opening on the Delaware River of 636 feet horizontal and 135 feet vertical.

The objective of the project is to provide additional design life and capacity for the increased traffic resulting from the direct connection of the Pennsylvania Turnpike with I-95 just west of the Project site.

The authority is expecting to achieve following goals from the bridge improvement:

  • Increase the safety and capacity of the crossing by providing a cross-section that can accommodate a minimum of six 12-foot travel lanes and four 12-foot shoulders.
  • Modify or replace an existing fracture critical structure in the Owners’ inventory.
  • Deliver the Project in the next five to ten years without offsetting a substantial part of the Owners’ existing capital programs.
  • Deliver a Project with the highest value for money through the appropriate delivery method.
  • Minimize the footprint of the project to reduce effects on the neighboring properties.
  • Maintain toll operations and revenue collection through the life of the Project.
  • Provide a crossing that minimizes lifecycle costs and maximizes design life.

The deadline to submit the response to the RFI is January 10, 2020.
