RFP issued for Broadband PPP Project in USA

Ukiah Government Authority has issued a Request For Proposal (RFP) seeking a private partner to expand business and residential broadband access using a fiber optic middle-mile network via a PPP in California, USA.

The selected Vendor will be responsible for:

  • Constructing fiber networks and assessing the qualifications of potential participants in future public competitive bidding processes.
  • Obtaining permits, construction, and operation of the City's fiber optic network.
  • They must be a facilities-based broadband service provider and commit to extending their own communication network from the newly installed fiber, offering retail high-speed broadband internet and data services to residents and businesses.
  • They will negotiate and commit to private financing and constructing additional fiber optic backbone infrastructure, which may include privately-owned conduit, fiber optic laterals, and service drops, to expand high-speed broadband service.
  • The Vendor should propose retail pricing for tiered, symmetrical service offerings through the new private infrastructure. The minimum speed requirements are 50 Mbps, 100 Mbps, 200 Mbps, and 1 Gbps, with the possibility of providing speeds up to 10 Gbps.
