The issue of right-of-way for the on-going Metro Rail Transit Line 7 (MRT-7) could delay the construction of the project. The Php62.7 billion (US$1,197 billion) project proposed by San Miguel Corporation and Hyundai Rotem-EEI consortium as EPC provider runs from Quezon City to San Jose del Monte City, Bulacan and has three components, namely: a 22-kilometer rail transit system with 14 stations; a six-lane highway between North Luzon Expressway and a planned Intermodal Transportation Terminal (ITT); and the ITT itself that can accommodate 200 buses at a time.

SMC has asked the government's intervention through the Department of Transportation and the Office of the Solicitor General (OSG) reconcile the issue. The target completion of the project is in 2020. A common station being built near the corner of EDSA and North Avenue will connect MRT 7 to the existing MRT 3 that runs along EDSA and LRT1.
