Shortlist for multimillion container terminal PPP project in Canada

The Montreal Port Authority (MPA) in Canada has announced that following the Request for Qualification (RFQ) process for the design and construction of the Contrecoeur container terminal, three teams have been qualified. The qualified teams are:

  1. Ancre Contrecoeur: Dragados Canada and AECOM Consultants
  2. CAP Contrecoeur: Eurovia Québec Grands Projets, Janin Atlas, Soletanche Bachy International, VINCI Infrastructure Canada, GHD Consultants, COWI North America and CH2M Hill Canada
  3. Kiewit-Pomerleau: Construction Kiewit, Pomerleau, CIMA +, Englobe, Hatch, and Solmatech

The call for qualification was published on August 4, 2020 on the MERX tender platform. Five application files were received and evaluated. The three qualified teams will be invited to submit a bid under the call for proposals for the completion of the design and construction of the container terminal.

Located in an industrial zone, the Contrecoeur land reserve, acquired by the Montreal Port Authority more than 30 years ago, has been the subject of rigorous and concerted planning to support the development of Quebec's logistics chain. and eastern Canada. By 2024, with the support of the Canada Infrastructure Bank and the Government of Quebec, the Port of Montreal and its private partners intend to develop a new state-of-the-art container terminal there in preparation for the handling, in the long term, of 1.15 million containers (TEU). 

Advantageously located at the heart of the main pool of consumers, importers and exporters from Quebec and eastern Canada, close to major rail and highway axes, the expansion of the Port of Montreal in Contrecoeur will help consolidate local strengths to effectively meet the needs of tomorrow. This project will strengthen the world-class logistics complex in the heart of the St. Lawrence Valley.
