Tender issued for Biogas utilization PPP project in USA

City of Austin in cooperation with Austin Water in Texas, USA has launched a request for information (RFI) seeking private partners to participate in information and planning for Biogas Utilization infrastructure at Hornsby Bend Biosolids Management Plant (HBBMP).

HBBMP currently produces more than 600 standard cubic feet per minute (scfm) of biogas from anaerobic digestion on an average daily basis. Currently, about 33 to 40 percent of the HBBMP biogas is used to power an on-site combined heat and power (CHP) engine and fuel digester boilers. To utilize the flared biogas the authority is seeking participation from private firms on following six alternatives:

  • Maintain the existing CHP engine and flaring excess biogas
  • Expand the existing CHP system by adding a second engine (the planned buildout when the first engine was installed)
  • Send all biogas to an RNG system while maintaining the existing CHP engine for NG usage
  • Send all biogas to an RNG system while idling the existing CHP engine
  • Send all biogas to a compressed natural gas (CNG) system while idling the existing CHP engine
  • Add fats, oils, and grease (FOG) to the digesters to increase biogas production for an RNG system
