The Office of Development Commissioner (Handicrafts), Ministry of Textiles, Government of India, seeks bids for the Equipment, Operation, Maintenance, and Transfer (EOMT) of the Mall Block of the Crafts Complex, Vasant Kunj, New Delhi. The Office of the Development Commissioner (Handicrafts), under the Ministry of Textiles, Government of India, is the nodal agency for handicrafts and artisan initiatives, supporting development, marketing, exports, and the preservation of traditional craft skills. The Authority plans to establish the Crafts Complex at Vasant Kunj, New Delhi, as a high-end, design-focused retail space showcasing the quality and variety of Indian handicrafts and handlooms. Situated next to prominent retail destinations like DLF Promenade, DLF Emporio, and Ambience Mall, the location is designated a “premium mall location” by the Delhi Development Authority, giving it strong potential to draw affluent shoppers and significant footfall.
The Selected Bidder’s responsibilities include managing, curating, equipping, operating, and maintaining the existing facilities at its own expense. It must deploy suitably skilled and adequate personnel to ensure smooth operations as per required standards, and undertake all necessary upgrades, improvements, and maintenance. The Bidder will arrange financing for the operation, upkeep, and any planned enhancements in line with the RFP/Agreement. Revenue may be generated through the sale of handicraft and handloom products, leasing spaces within the facility to relevant sector participants, charging for parking usage, and hosting handicraft/handloom-related events. An eligible applicant will be selected to equip, operate, maintain, and eventually transfer the Mall Block of the Crafts Complex, including its built-up areas, open spaces, project assets, and facilities. The Concessionaire will carry out these responsibilities in accordance with the terms of a long-term Concession Agreement to be executed with the Authority.
