Three teams shortlisted for NL mental health facility P3

The government of Newfoundland and Labrador has shortlisted three teams to the design, build, finance, and manage (DBFM) a 102-bed, mental health and addictions facility in St John’s.

After further consultation with psychiatrists, the number of beds for the facility have increased from 94 to 102. It will be constructed as an extension of the Health Sciences Centre, and also include a parking garage with a minimum of 500 additional parking spaces.

Atlantic Healthcare Group, Avalon Healthcare Partnership, and NL Healthcare Partnership will submit proposals in early 2020 that include the design of the facility, construction schedules and costs to construct and maintain it. Each team consists of internationally-recognized and local companies: Fengate Asset Management, Parkin Architects, Pomerleau, Olympic Construction, SNC Facilities Maintenance, Plenary, Marco, Cahill, Sacyr, RCS Construction, and Stantec. 

The successful proponent will be announced later in 2020, with construction anticipated to start in the months following. Site work will begin later this year.

All three teams responded to a Request for Qualifications, which was issued in November 2018. They were evaluated based on team lead, design-builder, service provider and financial capacity.

A Request for Proposals will be issued to the three teams this spring.
