Ukraine’s PPP Agency Calls for Consulting Firms to Prepare First Pilot Hospital Reconstruction Project

The State Organization “Agency on Support of Public-Private Partnership” (PPP Agency) in Ukraine has issued an Expression of Interest (EOI) inviting qualified consulting companies to provide specialized services for the preparation of the first pilot public investment project under the Ukraine Government Project Preparation Facility (PPF), focusing on the reconstruction of Building A at the State Non-Commercial Enterprise “Heart Institute of the Ministry of Health of Ukraine,” located at 5-A Bratyslavska Street in Kyiv, along with the renovation of departments dedicated to organ and tissue transplantation medical assistance.

Funded by the World Bank-supported PREPARE Project, this initiative aims to enhance healthcare infrastructure through a comprehensive Feasibility Study aligned with Ukrainian regulations (such as CMU Regulation No. 527 dated February 28, 2025), international best practices like the Five Case Model, and environmental/social frameworks including the project's Environmental and Social Management Framework (ESMF), Environmental and Social Commitment Plan (ESCP), and Stakeholder Engagement Plan (SEP), culminating in expert examination of design and cost estimation documentation to facilitate project appraisal, approval, detailed design, financing, and tendering within the Public Investment Management (PIM) cycle.

The scope encompasses 10-12 months of consulting work, with the beneficiary being the Heart Institute under the Ministry of Health (MoH) and the Project Preparation Unit (PPU). Eligible firms must meet mandatory experience and knowledge criteria outlined in the Request for Expressions of Interest (REoI). Submissions, in English as a single PDF file via email to info@pppagency.me.gov.ua with the subject “PREPARE-C2-02: Expressions of interest,” are due by 17:00 Kyiv time on December 16, 2025, addressed to the PPP Agency's Procurement Team at 174 Antonovycha Street, Kyiv 03150, Ukraine, with inquiries accepted during office hours (09:00-17:00 Kyiv time); this opportunity, published on December 1, 2025, underscores Ukraine's commitment to advancing PPP-enabled public investments in critical sectors like healthcare amid ongoing recovery efforts.
