Vietnam eliminates international bidders from Eastern North-South expressway project

The Government of Vietnam has eliminated the participation of international bidders for the development and construction of the Da Nang - Quang Ngai Expressway that will link the North-South Expressway in Central region and decided that only domestic partners will participate in construction of the part of the expressway.

The Ministry of Transport has disclosed that of the 60 foreign and domestic investors who submitted documents of interest, only a few have passed the round for qualification. Out of eight sections of the project, half does not have any investors that have qualified for the set of guidelines while the remaining four had only between one and three qualified investors each. Due to the low number of interested investors, the government decided to do local bidding only to "ensure national security and expand Vietnamese firms’ capability in constructing infrastructure." 

The ministry has received bids from investors from China, South Korea, France, the Philippines, and Vietnam.

The 11 components of the North-South Expressway project are part of the priorities of the transport ministry. Three of them are publicly funded while the remaining tickets are to be developed under the public-private partnership (PPP) model. The 11 sections represent about VND100 trillion (US$4.3 billion) of investment, of which VND40.3 trillion (US$1.74 billion) will be funded by the state.
